Regardless whether covid originated in a wet market, or a forest just outside of town, nothing about its origins reduced the danger it threatened us with. Social distancing, masks to protect lungs and those around us, school closings until we understood more -- all of that was 100% sound advice!

However, any such work shouldn't be making street signs, or license plates - this should not be about creating a free labor system. It should be related to humanitarian work - soup kitchens, shelters, etc. And they should wear a prison uniform so that public can easily identify them as prisoners.
BTW, Texas alone generates enough electricity through wind turbines to equal more than 5 average nuclear reactors in the USA. Texas = losers.
Here's the thing... the second that wildlife reacts to you, such as an angry beaver displaying behavior that he's not happy about you -- you fail. If an enemy was was near and they noticed the beaver, they're going to find you! So at that point it was just... let's give this little fucker a workout.
This way, nobody (American or otherwise) is denied an opportunity - everyone has an equal shot per the entrance exams. And departments receive students who mostly will complete the program. And if the school's football team ends up looking like an east Asian version of Robert Carradine, so be it.
And to make it even more fair by removing some financial barriers, the exams are done online - the applicants don't have to travel to take them. And the top 20% receive scholarships (top 5% at 100%). So it awards per merit and gives anyone and everyone the same opportunities.

I think we can use their "merit based" stuff against them by creating a system for core curriculum exams. Every applicant is given a random number, this is the only "name" they have and not known to examiners. The test increase in difficulty until all avail slots filled from top down.
He was at least correct about one thing... the Ideal Gas Law is taught in high schools in China. Less football. Less Jesus. More STEM.
