An Independent Defence Authority - as proposed several times in recent years - might have been a useful resource. The only other option I can think-of would be the Defence Select Committee under Tan Dhesi MP, as he seems keen to address issues. I'd have suggested VAPC, but 'sponsor org' & all that..
