In WWII the air was a source of immediate terror, by bomb and cannon. But in WWI, air forces' main task was reconnaissance and artillery spotting (and fighting each other). And that's the kind of air power Sauron and Saruman mostly wield, and the subtler kind of dread it holds for the heroes.
I'm re-reading Lord of the Rings. Last time I read it I was a teenager, and hadn't been exposed to the idea of LotR as WWI literature. Now that I have that frame in mind, one WWI-ism I'm seeing that the Discourse didn't tip me off to in advance is the ever-present fear of aerial surveillance.
