Some people will need just looking after, others will have specific special needs, like dementia care. Defining services won't be difficult, politicians and public just need to have honest conversations, and not expect universal care that goes beyond fit for purpose.

I hope all parties will focus first on defining the social care service before getting into the weeds of the funding model. First define "the what", the level of care to provide under the state system, "the who" can use it will follow from that. Then we, politicians and public, can talk costs.
