The Jones act sucks but it isn’t what’s limiting WV The problem WV has is that there isn’t any flat land, try to build some massive port and manufacturing hub when 500 yards from the river the ground rises to 1800 feet in the span of a few feet.

If the Jones Act was never adopted, urbanization would not have been limited to deep water seaports. River ports would have grown at similar rate after 1920. St. Louis would be one of the biggest cities in the world. West Virginia would have remained a major manufacturing hub.
