The NTSB preliminary report states the altitudes reported by the aircraft's GPS based transponder & the flight data logger disagreed by 600'. So many questions: did the pilots see the NOTAM, they seemed aware that they were experiencing GPS issues, why request a VFR approach on a moonless night?
