These proposals would include vastly higher burden on individuals, and inevitably a higher cost as every month we have to say 'oh actually that advance I was expecting hasn't arrived' and they continuously recalculate. Any saving to HMRC in cutting late payments will be eaten by admin.

One point I do think it worth making: the Jan and June payments on account catch people out every year because they are poorly explained, and because we are encouraged to file our tax return in January by the deadline, not in April immediately at the end of the tax year.

Support people to do that, and they know what the payment is as early as possible. A simple piece of education, making their lives and ours simpler. Yes, I know Making Tax Digital adds a whole new layer - but again: just help people to know their tax liability at a time that actually helps.

Note: I am not a tax expert, I do not use an accountant even during the year I had to calculate averaging (yike), I am just someone who makes a small number of beans via self-employed income and would like to have time to spend on what makes the beans happen not on taxes.
