Certainly you’re right. But I wonder: in the sausage making process, popular legislative ideas are often hijacked as vehicles for non-germaine provisions & partisan pork. Single-issue items are rare—but, if, like the Epstein bill, one manages to get to the floor, it can pass with supermajorities.
