Gotta ask, even though is usually the first thing people do: Did you do a full restart or just a Windows restart? I only use Win11 enterprise (arch+wlroots on home PC), and that has a sometimes problematic feature where the reboot doesn't completely reboot the system. If you're using home...idk.
