It's the same as, say, having a bear as a pet. It can be done and has been done, but the downsides aren't worth it for normal people with lives.

Hear me out, what if the bear were willing to cover half the rent? My cats definitely don’t contribute to household expenses, and I would suspect a bear has more employment prospects, even in this economy.

Many bears have worked in circuses. Raccoons? Zilch. They're more likely to be bank robbers or car thieves, not respectable tax-paying citizens.
