Which source would be acceptable?

Primary source (actual statute or regulation, for instance) is always best. Secondary sources from reputable scholarly journals or books/book chapters written by known experts. Don't they teach this in your history program? It was taught in my first history course - a methods course.

Ok, I thought it was enough to cite the 1934 Act that established the doctrine. So you want three sources for every statement made. I guess I have my assignment.
