POTUS can veto any spending bill. Maybe it's not me that needs the Civics class, friend. Besides that, Biden had many levers of power that he refused to pull that would have ended it: stop vetoing UN resolutions, sign onto the ICC & support Israeli arrests, remove the embassy, support BDS, etc. etc
