Nintendo had a couple by their own devs that had no game, and they don’t require a game on the cart. Sony has all of their games on discs if it’s their dev, other companies don’t. Nintendo was the first $80 dev, now 2K will take the mantle with $100. The issue is what happened recently with Xbox.
