My guess is that a big part of it has to do with smaller family sizes. When there are a bunch of kids at home the older ones get deputized to watch the younger ones, so having teenagers watch over young children is more normalized all around.

And that sort of thing quite possibly creates a ratchet effect lowering fertility rates overall. Preferences for smaller families lead to higher expectations for parenting lead to preferences for smaller families.
