If you think about it and as Dems in KY have said, leaving the spot open prevents Congress from filling the spot, thereby leaving the GOP with one less vote. If Bashear puts a Dem In, they most likely will not make the cut, also leaving shorting the GOP a vote. So doing nothing solves it.
