Sandable filler primer usually works pretty well, but it’s the “sandable” part that’s important. Don’t go too heavy; it’s better to spray, let it dry, assess, and spray again. Then, when you stop seeing returns on the primer, get to work with sanding sponges and sanding sticks.

Just to be clear: You’re not likely to get a perfectly smooth surface with PLA. Resin is superior in that regard, but PLA works great for terrain pieces. You can mitigate the texture by avoiding techniques like drybrushing. Stippling or sponging the paint on will help de-emphasize the lines.
