This is one of the more sensible suggestions for water firms. Though I don't see why we have to wait for the current companies to fail. Put all of the English firms into cooperatives. Since the share-holders took on the firms without debt - let them pay. Consumers have already paid enough.

Given the level of debt they have chosen to incur, at the expense of bill-payers and the environment, the water companies can't be worth much anyway.

I remember the 1970s when utilities were state run. I remember we ran out of water in 1976. I remember my parents waiting 9 months for a telephone to be connected to the landline. I remember how we laughed when British Rail’s slogan was ‘we’re getting there’. I guess it’s now rinse and repeat time.
