Paul like his daddy ,Ron, is a Libertarian Libertarians don't want to be taxed for any reason,believe in smaller government more personal responsibility little federal assistance/oversight . So tariff/taxes is what Rand is hung up on &lucky it sticks in his craw. But basically he has voted GQP
