I’m sure it’s been designed to do just that, but also designed for the Russian asset to ‘bag’ the sanctions against Putin that are in the legislation. Putin managed to get Trump to lift sanctions after Trump started his illegal war of choice against Iran. There’s no way the Orc will sanction Sauron!
