As I see it, the cap doesn't have to apply to preprints.
So a cap of, say, one paper a year isn't really that stringent. Publish all you want on the arXiv. You just only get one formal paper.
The biggest problem might be PIs playing favorites among their postdocs etc for who gets their name.
