NEW: Maricopa County will hold an emergency meeting on "an urgent request from a mediator to finalize plans that affect the pending, ongoing 2026 primary election and for the 2026 general election." Officials were mediating on election operations yesterday, per court records. 👀

The agreement effectively walls off the county's elections department and recorder's office from each other, making it possible for them to perform their separate election duties completely independently, down to staffing and equipment.

Heap will control: 🧑‍🦱 Voter registration. 🗳️ All aspects of early in-person voting, including site selection, operation of equipment, and staffing. ✉️ Most aspects of mail voting, including drop box locations. 🧑‍💻 His own IT team.

The board will control: 🚨 Emergency voting, which occurs in the immediate days leading up to Election Day. ☑️ Election Day voting. 📜 Preparing ballots and counting of ballots. 👍 Certification of the vote. 👨‍💻 The county's current IT team.

To facilitate this, the county board made new budget allocations to Heap. I'm still double-checking all of my numbers, but it appears to hash out to about $20 million over the course of several fiscal years. Plus, probably some ongoing, long-term staffing and licensing expenses.
