The reasons are certainly real, but what makes them practically achievable is a range of different policies, historical and current. In other places, the policies are different - my earliest years were spent in Russian cities where pretty much no one we knew had a car and everyone used transit.

I'd say that's a big reason why car culture is one of the main aspects of modern post-Soviet life.
