They don't have the votes in committee - my guess is he may actually be able to get through the actual senate, but maybe not with McConnell out. That said I'm sure Collins/Sullivan appreciate not having to take that vote.

Yeah that’s what I meant. They very likely have the floor votes. But, yep, even that might be close with McConnell.
