Flock cameras are not ALPRs. They are AI image recognition cameras with ALPR capabilities. A FOIA request from Kalamazoo, Michigan shows 54 instances of vehicles being identified by Flock cameras without even analysing the plate of the vehicle. Flock acknowledge this as "vehicle fingerprint".
