I find the whole "is it okay to vandalize/use hard drugs/crash out on the subway" discourse because there's so clearly a Right answer, and it's right for multiple reasons. It's not okay to be antisocial in public, and by doing so, you degrade the provision of public services.

Applies equally to fare evasion, right down to the exact same people carrying water for it and their reasons for doing so

Not only that but the alternative was tried in New York in the 70’s and 80’s and it was terrible. It culminated with Bernie Goetz!

"People should just be okay with an ambient level of antisocial behavior" people will not just! You can't build a society around "just let people do hard drugs in front of your children, it's fine!" They will turn to other people who don't think they should do that.
