To be fair, it didn't combine anything. There were two options, yes or no. It chose one, and then expounded. That's what it does. It makes words that seem coherent. For sources, it just found things that talked about "laser" and "safe", and maybe "eyes".
Yeah, but a better way to answer the question would be something to the effect of "Lasers are classified based on power, wavelength, and exposer, as defined in IEC 60825-1 [link here]." But it doesn't do that, because it doesn't actually know anything. It just strings words together to sound smart.
It doesn't matter what the best answer is. That's not what it's for. It is rated on the most probable response text. Even the idea of having an answer and thinking about correctness and quality makes no sense. It would be like asking how many floating operations per second I can get from my tea.
