Johnson won’t let this get to the floor, not his MO. The basic way bipartisan legislation gets passed is discharge petitions. Trump’s “asks” are always passed by MAGA House, like the BBB & SAVE Act. So far, GOP Senators aren't passing the SAVE Act. The BBB will cut more services AFTER the midterms.

Thank you. This raises more questions as to...why has it not been invoked? I need to research further. Historically, has any lawmaker invoked Rule IX? Could Johnson shut down the House to stall? It would be exceptional to invoke Rule IX while Johnson is the Speaker. I appreciate the info 🙏🏼

Congressman Al Green invoked Rule IX twice last year. both times a vote was held within 48 hours.

Rep. Thomas Massie, who has promised justice for Epstein's victims, sure has the power being a Republican.

Every Republican recently primaried by Trump has refused to exploit their final months in Congress to subvert Trumps agenda. Massie may be an exception but that still wouldn’t be enough.

Dem leadership fiercely opposes impeachment. That fact makes potential R defectors powerless, even if they chose to flip. (pro-Trump Rs don't need every single vote to protect him, because they regularly get dozens of D votes)
