I expected they had enough votes even before Collins’ no. If the GOP had truly been worried, they’d have been trying to stall until “Mitch can participate in the vote.” So, 1. They have the votes without Mitch and Collins; And/or 2. They couldn’t work out how to justify him voting when he’s dead.
