Given that AMD and Intel can't outdo Nvidia and they have far greater amount of engineering talent/resources, I'm highly skeptical Bolt can. Hopefully, Bolt isn't BSing, but only time will tell if they release a functional product before they run out of funding/money.

Another company is doing vector processing with custom RISC-V instructions? Amazing.

Honestly, considering releasing *anything* would already be a small miracle If they can reach integrated graphics levels of performance in the next 3 years would ALREADY be awesome. (Remember people, integrated graphics are getting pretty good these days)

I don't believe this but I want it to be true. I would love to stop needing to use Nvidia GPUs for Blender.
