*whispers* For a Labour government, it is tactically astute to transfer powers and money to city/ metro mayors, as that's where the voter base is. Let the the Lib Dems and Conservatives scrap over bumpkins, nullify Reform in the racism-hungry towns by tying them to newly-powerful cities.
