The only place I've heard the word "degen" myself was on Letterkenny, where it was novel, sounded kinda funny, and could sometimes be used in a progressive-seeming way ("homophobists are degens"). But it's essentially and irredeemably a fascist insult.

So...the young folks end up using those pepe memes, the wojack memes, and some of the words like "degen" that have popped up. Hell, some of the older streamers have started to do that too! So its fine, right?

The main characters are white, pugilistic, and not overtly political - although notably in one episode they team up with their Native friends to beat up several rightwing goons trying to recruit in Letterkenny. But mostly they use "degen" to refer to out-of-towners ("degens from upcountry").

I don't think the show is, like, covertly regressive. And with the word shortened like that it's easy to miss the implications. But calling someone a degenerate really only makes sense if you think some people are innately inferior because of their genes.

and specifically referring to a group that do little besides sit around and drink beer, do drugs, and take running pot shots at each other with a .22 rifle in the evenings. They're not a great group of folks for sure.
