“The mayor may remove…” There would be an obligatory ‘shall’ if that clause were meaningful. “The mayor shall only remove the chief upon…” is what Saka wishes the charter read, but it doesn’t. ‘May’ does not preclude other methods for removal even if they aren’t explicit.
