Maine has RCV for this race. Maybe he thinks Collins can't get to 50% (possible) and he thinks most D voters will still rank him so he can sneak out a win (unlikely). OTOH, he could still stay in and Democrats could get an independent candidate over 50%. While tough, it might happen.
