It’s the world’s stupidest idea, so of course people will buy into it. This will never make sense to me — to describe it out loud shows how fucking dumb it is: “It’s a tunnel that makes a few stops then turns into a road and at its most efficient it is the equivalent of a slow moving traffic jam.”
