You’re misinformed! The law exempting cable from broadcasting rules / requirements was the cable communications act of 1984 signed into law by Ronald Reagan who also made Rupert Murdoch a citizen! Both of those things could easily be undone by an act of congress!

Cable is a **subscription service** and their content is considered **private content** intended only for their paying customers.
