In both these cases the lines are definitely blurred. Both actually exist, but the reason for that existence seems to be to sell merch.

Even better, titles! You can be nobility, for the right amount of money, which is the traditional method. I think in the US one you can buy an ambassador position, much like the Trump administration. And t shirts too!
