U kinda have to view it thru the lens of career ambition / taking a big win away from Wilson so she can run against her in 2029, because if Joy was v serious about fiscal discipline why would she also be doing stuff like earmarking $2M to kill Curby, which was dumb AND wasteful AND highly publicized
