Devastating.Japan's retrofitting should emulate Southern California. I think it's a structural issue as well as a high activity earthquake zone.

It has to be. That just amazes me that such a new construction in such an unstable region, could be taken down so easily. I'm sure they'll get to the root cause eventually.

They've ignored warnings for a long time to upgrade their retrofitting. IMO

It would seem you were right. I wouldn't have imagined Japan would be liable to neglect such a thing. But that says something about stereotypes, I guess.
