Yes, I remember: In the USSR we'd bring the whole family, so that every family member gets their 3 items & we don't face empty shelves the next day. Of course, the next step would be "3 items per family" & you prove eligibility with your sugar/eggs/butter... coupons. Then "3 items/family/week"...
