Yes, also here to say it's most likely a double-crested cormorant. They are also abundant at the Heron Rookery on the river at Marshall Terrace Park. Amazying divers and swimmer with bones unlike most birds (heavy) which makes flying more challenging. Here's a shabby pic I took at rookery, late-Apr.
