The other closely connected concern is that there's no one in the Trump administration willing/able to stop this before it got to this point. Further evidence that while during the first Trump admin there were at least some half-way sane people acting as stopgaps on Trump, there's none of that now.

One way to insure that a lot of Americans don't apply for a passport is to put the picture of a convicted felon and adjudicated rapist on said passport.
