The EU costs are minimal. You already have post market surveillance to track illegal imports. The issue is knowing that products in NI are ok as they come from a UK shipment under easements. That good anywhere else without paperwork in the EU, same as if it had been snuggled in via small packets

I trust you are aware that everything that enters a customs union has to have customs paperwork. Whether that is correct is up to inspection, but the paperwork must be there, so I really do not understand what you mean by that.

The point is: Easements mean for and msome GB-NI shipments, paperwork is not needed. UK is responsible for funding NI post market surveillance to make sure goods under that arrangement remain compliant. Outside of NI, there's no additional cost: it would be caught and treated as a consignment...

that had somehow slipped through the EU border by the same PMS that EU MS already do to police the SM/CU. The only additional cost/complexity is in NI where you have to worry about determining if a consignment without full documentation is legitimately so under the WA protocol.

The EU could not legally allow another country to be responsible for its customs border. That's why the NI-GB border is under EU law. This is not what May proposed. It was two overlapping customs areas and post-market surveillance only in NI would never have been legally adequate for the EU.
