The political will is different for public good vs private gain. IMO local leaders largely have business backgrounds and treat governing as an exercise in reducing expenditures (services) and increasing revenue (taxes) rather than IMPROVING THE LIVES OF THE PEOPLE IN THE COMMUNITY. 1/2
