I've recently reached the conclusion that right on red should just be banned everywhere, particularly anywhere with remotely urban context. You can wait 30 seconds!
It has to come with green right arrows though. In intersections with no right on red here in SF I often have to wait multiple cycles because the crosswalk is full of pedestrians on green. Red used to be the only time you could reliably and safely turn once the last perpendicular ped passed
Yeah, arrows are a good way to maintain flow and separate modes. The key is to eliminate conflicting movements, even if it means giving the pedestrians a fully separate cycle (usually a good idea if there's that much pedestrian traffic).
