They did not say "it's just to conform to statistics." They literally said, "many of those... " Not all... many. And there is an element of truth to this bc last yr.,that Nazi,Stephen Miller, set a goal of 3000 arrests a day from ICE. The goal wasn't met. This is why DHS has recruited more goons.
