i have the take that a lot of it is material or other needs being unmet and there will always be some amount but reducing it over time should be the goal. I also think some outlets like graffiti and motor bikes are less bad than outright vandalism

I do not believe this at all. Rich kids who have all their needs met love doing vandalism.

I don't think it would take vandalism to zero or anything. and I said material or other needs like making assumption that most vandalism is done by aged 21-35 or so males if they have a better use of their time it would be less likely.

if someone like has a decent education or job opportunity or like a meaningful and productive time to spend their way I think it's less likely to have vandalism. to your point rich kids that love doing vandalism have free time + zero sense of accountability they still might do the vandalism
