Depends. Dropping a fresh ball without penalty, not recording scores honestly, these types of things are felonies. Not taking a penalty when the ball moves a fraction of an inch cleaning around it, taking 2 strokes and a drop instead of trudging back to the tee, these seem more like misdemeanors.
