If it isn’t passed by the senate, it doesn’t matter what the house reps do or not.

This is not correct. If EITHER chamber attached a version of the "UAP Disclosure Act" to its version of the National Defense Authorization Act (NDAA), then the UAPDA would be a subject for negotiation between the House and Senate Armed Services committee members who will craft the final NDAA.

Is that going to be Schumer's excuse to vote for the bill?

Sen. Schumer (along with Sen. Mike Rounds) has filed the UAP Disclosure Act as a potential amendment (SA 6344) to the Senate version of the National Defense Authorization Act (S. 4784). However, Schumer has so far opposed taking up the NDAA itself on the Senate floor, due to unrelated disputes.
