I live in a smaller town, but we have a local art guild+club who sort of creates opportunities for artists to show their work in vendors/shops. We also have "artcrawls" monthly where work is hung up for a weekend. It gets the locals INTO shops & eyes on items for sale. Maybe your area has similar?
