He's doing slightly less than 30km/h. He passes about 12 stationary cars every 10 seconds. Making some sensible approximations that's about 28km/h.

I counted ~184 vehicles. If they fill up, pay and leave in 5 minutes each, the car at the end won't be there until in 15 hours.
